Hmm... AMD Radeon HD 5770? Well, it depends on which games you're playing. I'm not very sure what DirectX 11 has to do woth speed. It's like saying Pixel Shader 3.0 is slower than Pixel Shader 4.0. I could develop my own game that makes use of DirectX 11 and target AMD Radeon 5450 at 60 frames per second, as long as I don't put in a lot of graphical details.
My advice is to try different options in your game's option menu.

I guess it's very dependent on the game itself. I can imagine that on a midrange build, DX11 games would run a bit faster on XP (DX9) because all the DX11 stuff is not used/rendered. But on the other hand, DX11 hardware might be better at rendering the eyecandy because of new technologies.
But your system is all compatible with DX11 so you could just try to turn some graphical stuff off or low. I wonder if you would even see the difference on that resolution.

is my psu bottlenecking my cpu and gpu or cpu is not capable enuff?? maybe ddr-2 incapability against ddr3 memory? or even old monitors are not good enuff..i mean is my resolution has got anything to do with this?
for example.....while playing indoors i get upto 60-68fps(with highest settings)

but while driving and sometimes in liberty city i get avg fps 20-28 only..
it's like 20-38fps
and i checked with "can you run it" i fulfill the recommended specs also..
checked in youtube..many people are able to play this with very high settings also...with reasonable fps of 40-60 in native resolution of 1600x??? also.
but i cant play this with stable fps even in 1280x1024
i feel like crying..after spending some much..

DirectX 9 is faster than 11, but 11 pumps out more image quality.

All I see is 2 benchmarks.. one with MSAA samples: 8 and MSAA samples: 0. Multisample anti-aliasing (MSAA) is a type of anti-aliasing or AA. MSAAx8 is a little high for most systems. Try MSAA of x2 or x0, no more than x4. And we still need to figure out what on your system is incorrectly configured.
two things that i dont own branded they are psu and cabinet...but right now its damn cold here and i dont think its because of the heating.
if in this resolution it cant give me decent frames with this cpu and gpu then i cant even think of upgrading to higher resolution monitors with 1600 or 1900 resolution..
i always keep my settings not less than high or highest....and i expect atleast 28-30+fps
that was one of my reason of upgrading my card.
if i would've known this i would've never bought this card..could've gone for 5970 instead along with phenom-2 processors.
if this gpu cant handle 1280x1024 resolution with highest settings then its not worth it...and 2011 games are about to come....then what?
i get amazing fps rates in the beginning of gameplay and after 30mins of gameplay everything falls down and i get unstable framerates.....disappointing
It's just a mid-range video card, if you need more power you can buy another and do crossfire.
disappointing...after checking so many reviews .......i bought this card..and now i have to crossfire it.
let me change my cpu, psu, and switch to ddr3 memory and let me see the difference...then i will trash this card.
It's like having to pay big dollars to pull an engine to really get down to the real meat and potatoes. I have a question, does your motherboard support DDR2 and DDR3?

GTA 4 (is what I guessed from your descriptions) is quite a demanding game, meaning that even very good systems can have troubles with it anyway. And I don't know what reviews or videos you've seen but the 5770 is still a midrange card.. besides, those youtube vids may have shown good parts of the game, or have tuned software and/or overclocked hardware.
I hope your new PSU gets your current rig up to spec, and otherwise crossfireing the 5770 is really great. [EDIT: to Crossfire two cards asks a lot more from your PSU, so first resolve that :) ! ] Or you can sell the 5770 and get something high end if you want to.
Or lower some settings and enjoy the game, GTA IV is really great :).
