I just feel like i am not getting the appropriate performance i should be getting from my computer in games. Im thinking my Isp (speed around 1mbs download) or my hdd is causing the bottleneck? Im getting stuttering slow downs etc most notably in tf2

i would suggest getting a better cpu cooler because youve oc'ed your cpu so now its getting hot, im not really sure if that is the coz of the stuttering slow/delay but its worth upgrading for. hope this helps you in some ways :)
I have an h50 lol i have temps of about 25C on load
Run 3dmark2006 and tell me your score.
As for TF2, disable multi core rendering enabled and see if it gets better.

Can you describe these stuttering slow-downs? The reason could very well be your internet connection, lag that causes the stutter. Hard drive fragmentation won't decrease performance, only slow down loading times. Can you tell us the settings you are using, and in TF2, go to console and type "net_graph 3" (without the quotes). Then tell us if you are getting any loss or choke, as well as roughly an average frame rate (unless you have FRAPS or a similar program that is capable of giving an average frame rate.

also at lamboman i think its my internet thats making me lag. I will try to do the net_graph thing l8er when i can
Also note that my gpu is running at core and shader 800/1600 and 2000 memory at 975mv
and my cpu is o.ced to 3.5ghz

That's because he didn't indicate he had a H50 until you told him to get a new cooler.
