No, a RAM cooler is unnecessary because RAM is passive and does not generate much heat. If you want to overclock the RAM to the highest potential, a cooler may help, but even then not much. If you are experiencing issues with faulty RAM you should be able to contact the manufacturer for a new kit as most RAM are under lifetime warranty. Another possibility is faulty RAM slots on the motherboard.
Generally speaking no, unless you are overclocking the hell out of it. But remember to have excellent case ventilation.
