Power going to USBs after shut down

I built a PC last year and I have always had a problem with it. It's not serious, but it is a bit annoying. My mobo is the XFX 780i and when i shut down my PC, there is still power going to the USB ports on the mobo and on the front of the case. Should this be happening? What can I do about it?

some motherboards do this by the way they are built but SOME can be turned off under the usb boot option in the bios (or something close)
