What are you streaming with.. Xsplit or something?

What kind of bandwidth do you have uploading?

Given that you have another post with internet disconnection issues, it is likely that the buffering you see with YouTube, Netflix, etc., is caused by the connection breaking and then connecting again. That break of service freaks out the software and it assumes that the problem is local, and attempts to download as much as it can before playing again.
