the barbs are supposed to be on bottom, keeps fluid to them at all times. if you put the barbs at the top you run the risk of getting an air bubble right at the outlet which would cut off the flow of water to the pump

I read somewhere that if the barbs are at the bottom you would get an air bubble.

air is lighter than water so the water would be at the bottom where your barbs are
