Motherboard Fan Speed Controller?

Hello, I've formatted my computer just a bit ago and for the life of me, I can not remember the name of the fan controller program I used to control my case fan plugged into my case.

Can any one tell me the name of a good free fan controller program and or link me to where I can download it, Heh I just got a new fan that runs at 3000RPMs though I don't mind it too much, I just wanna lower it just a little.

I've tried that but I'm not sure where to go to tweak the fan speed on that program, I mean I see where it detected the fan or what ever but I don't see where you move anything from 100% to what ever or anything, what tab do I click to control the fan's speed?
