Sound Recorder Similar To XP Sound Recorder and not Audacity

I wanted to convert the wave file to 8kHz sample rate, but in Audacity, it's kind of complicated for me. Can anyone recommend me a sound recorder that is very similar to XP's sound recorder that allows me to quickly change sample rates, bit depth, and stereo to mono?

It'd be nice if Microsoft include the XP version of sound recorder in Windows 8. Vista's sound recorder is a step backward, but I don't know WHAT version, even before Windows 3.1.
