windows 7 is dim...

the mouse cursor is bright white but everything on the screen is dark, cmon i thought this glitch was fixed after vista but it got worse. anyone know how to fix this?\

EDIT: i don't know why but for some reason running Bioshock 1 fixes this. don't ask me why...

Does it happen after you close a game? I've seen this before and pressing alt+ctrl+del and then cancel in the menuscreen fixes it..
