Public Transportation sucks in the U.S. compared to many oversea's nations.
The U.S. was built around everyone owning their own vehicles for the past 50 years or so.
Sad part is that now it's going to be damn near impossible, logistically, to put in a good public transportation system.
Here in Dallas/Ft. Worth Dart has been trying to build up a public transportation system w/ buses and trains; however, financial cut-backs and lack of funding has brought it to a halt.
Not to mention that it will be a crude pt system compared to most other country's. It also will not help many who live outside the immediate Dallas area.

What Dart was trying to build would not have been completed for several years and would mainly have improved was some of the pt issues in the central Dallas area.

I never understood why in America you have to have your own medical insurance, or you don't get anything.
The UK is a lot different.
We have the NHS (National Health Service).
Granted its not the best, but at least it sorts you out if anything happens to you.
You choose your own doctor, and can move doctor when ever you want, to where ever you want.
My last trip to the dentists didn't cost me a penny, but it cost the government £60 :D

Public Health System works if the citizen pays for it. And with the tax level so low in US, it's not enough to provide health service for EVERYONE. In UK and Canada, our health system is funded by our taxes, or at least a larger proportion of it is. If the system weren't funded by taxes, the gov't would go HUGELY in debt leading to all kinda issues which will take 4ever to cover.

To answer the original question... Old enough to take responsibility for your actions (whatever age that is). No matter how protected you are, sex still runs the risk of pregnancy. If you are capable of dealing with the possible consequences of the act, then you are "old enough" to do it.
Heh, my manager at work made a funny statement the other day... His oldest son is running off to join the marines, and he has been trying to convince him to think things through a little more. After a particularly frustrating meeting with his son, my boss blurted out "Teenagers are punishment for enjoying sex". Seemed funny at the time...

Most teens having sex do not fully respect or understand this responsibility, unfortunately. If they get pregnant, then we have kids raising kids. It's a very unfortunate situation that seems to be happening more and more.
As I work in a school district I see many 10 year old kids parents that are in their mid-20's. Sad that they became parents when they were 14 - 16 years old.
The real issues begin when you realize that those students tend to be the one's with the most issues.

There are HUNDREDS of them over here, which is rather disturbing.
some of them actually do it on purpose as well, so they don't have to work, the government will take care of them, pay their housing bills, heating bills, baby bills, everything.
All they have to do is go to the job center every 2 weeks to collect their gyro cheque.

I was 13 when I lost mine. If I recall right it was not the best time in my life.
I was scared and it was weird and a little overwhelming awkward and shocking.
The first time was definitely not the best. Pretty much from then on I’ve been
steady going. I’ve yet to find a woman I could not out sex.:devil

Well yeah, if the government will take care of you why not? That is quite generous too.
I know here if you go on welfare you get X amount of money for food once a month, some housing paid for you and they will pick up your medical bills. But you still live poor. I don't know all the details since I have never been on welfare, so I could be wrong in some area's.
I remember when I was in high school I turned 18 my senior year and a friend of mine said, " Hey Tracie, do you know you could drop out of school, get prego and go on welfare?" Like that was a priority of mine to reach for!:Yea right

My friend Amy, is 15, and has a kid.
She gets £100 per month for childcare
£150 per month food
upto £600 per month housing
To me, that looks like an incentive to have a bun in the oven very young really doesn't it?

A 1 bedroom flat costs about £700 per month.
Go down the road about half a mile into Levenshulme, and you can get a 4 bedroomed terraced house for £600 per month.
Typical values of houses there: £60,000
The house next door to me, sold for £275,000
And its Identical to *my house.
