HELP:Net Policy

Well my friends dad needs help with creating an internet policy so his daughter can not use the internet on his pc, an yes this is a seperate account... Only unfortunate thing is he is not looking for an option that will cost him money and also he does not have windows xp pro... So we cannot definately set a group policy under the admin account... Any suggestions maybe a built in policy editor for xp home......

if your using a router I do belive you can set it up so that in a time frame no one can get access to the net...
