These are the only 2 brands available in my city. And Thermaltake is just a dollar expensive than the coolermaster.

According to the specs, the Tt Litepower 600W because it has more power on the +12V rails. Also consider Antec, SilverStone, Corsair, Enermax and Zalman PSUs.
3.07 is below the ATX standard specifications (-5%). Rodney, you should not recommend this product.
ATX12V v2.3 is more than acceptable, especially from a PSU in this class. You'll see v3 spec PSUs in the coming year (2012).
