Screen Tearing issue

Hi there, I’m having an issue with screen tearing. When I am on google chrome I get screen tearing on all webpages when I scroll up and down with my mouse wheel and sometimes in youtube videos too. In Dark Souls 3 I have vsync off and I get no screen tearing. In World of warcraft, with Vsync or or off (and yes i’ve tried putting it on in nvidia control panel for global AND for the program itself) I STILL get screen tearing. The only thing that helps in warcraft I found was to have vsync off and cap the FPS at 56, capping it above that like 59 or 60 actually makes the tearing worse and vsync on makes the tearing worse too. Some online suggested it might be my cable, and I am using a VGA *monitor input* to HDMI *for graphics card*. I’ve changed the cable and it hasn’t helped. Here is my computer setup:

3.50 gigahertz Intel Core i5-4690K
Board: ASUSTeK COMPUTER INC. Z97-A Rev 1.xx
16gb 1600mhz ram
Asus strix NVIDIA GeForce GTX 960 (this happened with my EVGA gtx 970 SSC too)
Windows 7 64 bit

My monitor is a Dell s2340M.

I’ve also seen some people say to change my windows theme from Aero to classic but it doesn’t help either. I am running the latest drivers for my graphics card (Version 364.72) and I install windows updates regularly.
