Screensaver as Wallpaper on Windows 8.x

There used to be a tool called “Animated Desktop” that would let you do this on XP.

The nearest equivalent is to run it via command line, e.g. “C:\Windows\SysWOW64\ribbons.scr /p65552”, but that sets the screensaver in a full-screen window, at the bottom level, and while it looks great and gives full taskbar access on Windows 7/8.x, it also covers desktop icons, and the only way to get to those is to minimize the screensaver window while you do.

I tried StarDock Deskscapes 8, but it will only work with image files and video files.

There must be something out there. Any ideas? I know how to do it in-system on Linux Gnome, and Mac OSX. Burns me that Microsoft hasn’t integrated something like that in here.
